Cost of Living Adjustment Update 

On August 8, 2024, the DPFP Board adopted a plan that called for an immediate partial cost of living adjustment (COLA) beginning with the October 2025 monthly benefit payment for retirees, their surviving spouses and other beneficiaries who qualify.  The Board’s plan calls for this COLA to be included in the deposit for your October benefit payment.

On October 17, the El Paso Court of Appeals granted the City of Dallas’ emergency motion to block DPFP from paying the COLA pursuant to the Board’s August 8, 2024 plan pending a decision by the Court of an appeal by the City of Dallas of the District Court’s ruling that the Board’s plan has the effect of law.  If the Court of Appeals rules in favor of the City of Dallas, DPFP will not be able to pay the COLA.  Oral argument for the appeal is set for November 12.  It is not known when the Court of Appeals will render a decision.

If it is determined that a COLA may legally be paid, in order to be eligible you must meet the following qualifications:

If you are a retiree, you are eligible the first October 1 after your retirement and any of the following are true:

  1. Reached 62 years of age; or
  2. The third anniversary of the date you retired has passed.

If you are a surviving spouse or other beneficiary of a retiree, you are eligible the first October after the date any of the following occur:

  1. Reached 62 years of age; or
  2. The third anniversary of the retirement date of the retiree has passed; or
  3. The third anniversary of the date of the retiree’s death has passed.
